THe pose, the way she's tilting her head and leaning her chin on her shoulder makes her look playful and girly, showing teh fun side of her character. It gives this piece action and depth of her personality in general.
The colors. The blue color for her tank top and the background give it a breezy and cool feel. It's not completely dark, but light enough to make it look breezy. And the blue signifies calmness, and a little subtlely, I don't really know how to describe that. It's just that if it were in a bright pink or bright sun color, then it would make her look too overly zappy? Sorry, bad word choice, don't know any good descriptors.
I like how the hair also goes well in the theme and it is breezil flowing. Her brown hair really does look beautiful. And the soft blue in her eyes do lighten up her character, but not in a overly shocking way.
The blue background is really aesthetically appealing.
